What do we do?
The Governing Body acts as a group. We have a range of duties and powers and a general responsibility for the conduct of the school.
We decide:
- the aims and policies of the school;
- how the standards of education can be improved;
- how the school should be run in general terms;
- how to spend the school budget.
We:
- work with the Headteacher and staff to draw up the School Development Plan;
- make sure that the National Curriculum and Religious Education are being taught and report on the National Curriculum assessments and examination results;
- select the Headteacher and Deputy Headteacher;
- make sure proper procedures are in place for appointing, promoting, supporting and disciplining staff;
- oversee the way the school is managed, including matters relating to buildings.
We are a Voluntary Aided School, which means we have more autonomy in some areas of policy than a board of governors of other types of schools. We differ in that we are responsible for:
- the Admission Policy of the school;
- the buildings and their upkeep;
- setting the Religious Education and Collective Worship Policy
and
- we are the employers of the staff in the school.
We are a corporate body, so individual governors are generally protected from personal liability, provided that we act honestly, reasonably and in good faith. We have a Constitution which is written up in a legal document called the Instrument of Government. This sets out the number of members in each category of governor and confirms that the school has a Christian foundation.
On 18 March 2016 the School Governance Constitution Regulations 2012 was amended so that all serving governors in maintained schools will be required to have an enhanced criminal records certificate (ECRC). This means that, by 1 September 2016, all serving governors must have an enhanced CRC and, from April 1 2016, governing bodies must have applied for an ECRC within 21 days of the election or appointment of a new governor.
We can confirm that all governors at Haslingden St James C.E. Primary School have had this completed.

Reverend Judith Balkwell
Vice Chair of Governors (Resources Chair)
I have been an Ordained Self-Supporting Priest at St James Church Haslingden for the past 15 years. Prior to that I worked for the NHS as an Advanced Nurse Practitioner and Operations Manager for East Lancashire Hospital Trust.
I have been on the Governing Board of St James CE Primary School since 2012 as an Ex-officio governor, serving on the RE, Church School distinctiveness, Resources and Curriculum Committees. Most recently I have been nominated as Wellbeing Governor. I am also Vice Chair of Governors and I aim to support our school and the wellbeing of both staff and pupils in any way I can.
I have time dedicated to school on Monday Mornings from 9am if anyone wishes to chat in confidence relating to any issues. I can also be contacted via email at judithbalkwell@hotmail.co.uk
Davina Gittins
Foundation Governor (Curriculum Chair)
I am extremely proud to be a governor at Haslingden St. James’ where both my grandsons are pupils. My association with the school goes back to 1985 when I was a school nurse in Haslingden and visited this school many times.
I am a retired NHS senior manager and I was responsible for the health, wellbeing and safety of children within East Lancashire. All of the skills I gained within this role are transferable to my current role of governor.
I see my role to work with the children, parents and teachers to ensure that the children have a voice, feel safe and are able to learn and reach their full potential.

Carron Allenger
Foundation Governor
I am proud to be a foundation governor of Haslingden St James’ Primary School.
My first association with St James’ began with my children attending this school. A few years into my children attending, I became a parent governor and now a foundation governor.
I currently work within the NHS clinically, involving children with complex needs and adults. Alongside this, I am a lead as well as an Equality & Diversity work coach.
I see my role as governor is to support staff, pupils and parents in ensuring all children are supported in a successful education whilst ensuring every child feels safe and able to develop into their own unique selves.
Lou Brewer

As a school Governor, all of our members of the St James’ school family are important to me, and everything I do as part of our Governing Body is always with the best interests of our children at heart.
I’ve worked in Business and Finance since leaving school and try my best to get the most out of our school budget to ensure our children have an amazing school experience to remember. I also lead the School Eco Council and love to spend time showing our children the fun you can have spending time outside gardening in our Eco garden and exploring nature.
In my spare time I am passionate about cycling and anything which involves exploring and enjoying the great outdoors.
